    Not sure, but the header "COMP" could be interpreted as COMPressed, then the next 0x11 could be related to lz11 compression. Try removing the "COMP" part, then try to uncompress it using kuriimu2 's lz11 method.

    Need Help Ripping .spc Files

    Well, to do that you need to use the snes9xW option that lets you Save SPC or do a state save. If you manage to do that, there is a Winamp plugin called 'samp' that lets you play .SPCs with Winamp.
