    Nope, black outlines os not cel shading. Cel-shading is 2d/3d posterize, black outlines MAY be used for additional effects.

    Probably it works like independend app, but no app. And have own encryption/decryption keys and appid, only with access from other app(original BL2). That's why we can dump, but cant run. BL2 is rly ripoff of BL1 by the lore. So fun is very limited. Less humor and personality.

    I have BL2 and almost all DLC's, but it's patched to latest 1.09 and cannot be dumped. Delete data = delete all dlc also.

    1.09 uses extra RAM, dumping will be possible after new tool able to inject in such software, or just decrypt.

    There may be none till launch and the only one included in savedata. WARN - as in many UE games - it's probably simple way encrypted by game intself, additionally.

    Your data is dead for 100% now, yes, some luck with alive MC. As is said , BIGGEST AND THE ONLY MISTAKE - trying to write something on card after any IO failure. On failure on write save, start of any app and disappearance of files - PUT THAT COOKIE DOWN!POWER OFF IMMEDIATELY!!! OR TAKE OUT...

    Reboot, no? You played some of wrong-dumped games just before, then probably let vita go sleep. But last thing you did may be written on random ux0 sectors, so don't expect alive FS on memory card after reboot.

    I never tried(but i will, later), but you need to dump save using "editing saves thread" tools and restore to needed location. Don't forget that game carts has own storage for saves sometimes, i don't know what will happen if you will put decrypted save on it.

    Reboot system, it's "savegames" bug that's corrupting memory card IO completely, not only for saves.
