    Storage Manager is a plugin, not an app. Assuming you have it set up correctly and active in your config, it will always be "running". Do you mean the Content Manager?

    Hacking About to hack my 3.73 2000, can I use an SD2Vita to store games I have on PSN?

    I would get SD2Vita up and running before installing anything that wasn't required to hack it initially since it will all need to be moved over to your new memory card afterwards since most of it runs from ux0 anyways.
