Homebrew Switch is 100% banned keep using EmuMMC + Incognito + 90DNS or not?

A friend's switch got banned with error:

2124-4508

Does he have to keep using:
- 90dns
- IncognitoRCM
- EmuMMC

?

Seems possible he used incognitoRCM to wipe his sysnand info which then made it appear as banned. Other possibility is that his router didnt support custom dns servers and he really did get banned.
