I'm gonna run you through what I've done so far. I had no problems with my Wii and backups the whole time I used it the last 8 or so years. I needed the external drive with the games on it for my PS4 backup. I transferred all my games from the drive to my PC with Wii Backup Manager to ISO format. When I was finished with my PS4 stuff I reformatted my HDD with WBM and proceeded to transfer all the games back. I've tried FAT32, NTFS, and WBFS format for the drive. None of my games show up in CFG Loader.

After fiddling with it for a couple days I tried putting a disk in the console and installing it that way. Disk installed fine but on PC it doesn't show up in WBM and even formatting the HDD the game is still on there.

I'm at my whits end and dunno what to do.

Sounds like you didn't refresh the connected drives or your cable is crap (or you put the drive in the wrong usb por only one usually works). Try NTFS on the drive though, then add your properly formatted games, and honestly I wouldn't use cfg loader.
Wiiflow is pretty nice and other people like usbloader gx

USB drive is on the furthest to the left (facing the front of the console), Formatted to NTFS, made WBFS folder in the root and added the games (in their sub-folder with game ID) in both .iso format and .wbfs format. I do see that the black plastic piece that pushed the pins to the USB. I don't know if that's really the problem though since it's still showing games I've installed from the disks but disk rips aren't showing up on PC. Also I just tried keeping the HDD at NTFS format completely and the Wii said "WBFS1 format not found!" and makes me choose a partition to make WBFS through the Wii.
