My 3DS broke and it doesnt start (it boots for 20seconds and then it pops and turns of)
Is it possible to decrypt the save files from the SD card ? i got the system rip and even the cia decrypt file someqhere, could it be used to decrypt the saves ?
(also, is it possible to find out which part is broken which causes the 3DS to not boot ?)

The saves can be decrypted with the movable.sed file and ninfs.

A NAND backup with embedded essentials.exefs is sufficient to recovery everything. But it is a tedious task. Next time please backup your save data with Checkpoint and/or JKSM.

Shutting off with popping sound means an important hardware piece cannot be found or is shorted. It sometimes happens as soon as the screen backlight gets turned on. In this case starting Luma3DS settings with (Select) or GodMode9 with (Start) on power on would also immediately shut off.

Ribbon cables going through the hinge to the upper screen assembly are prone to tear over time by normal usage.

about the saves encryption, could be possible, might not needed to be.
for the 3ds to not boot, check the battery if it's still deliviring the right power.
if it got CFW (i got the idea you've got that installed), what version was installed?
CFW might need an SD-card or R4 card to be present with supplied software.
how far does it boot?
See this page trouble shoot for more software related info.
now if this didn't answer your problem with the 3ds it might need a more skilled repair man to look at it.
might be some corrosion or leaking caps in it and there's no way i can help you there.

With that ninfs can mount the SD content and you can extract the 00000001.sav files (and re-encrypt them for a working console with the same method).

"is it possible to find which one ?"
Trial and error. Swap components. If you disassemble the thing you can replace both at the same time: Upper screen and loudspeaker cable. Things in the upper screen assembly are hard to replace, the hinge must be disassembled and the new components can easily be damaged on re-assembly. Refer to the upper screen replacement guide for your model on ifixit.com and maybe search for additional video guides. All ribbon cables can be easily damaged - the same is true for the connectors. Some of them have a retaining flap that must be opened to remove the cable. Some connectors (especially on the "New" models) hold the cable by friction and must not be opened (will break if you try to lift a part).
Take your time and be very careful. Upper screen assembly on 3DS is not a beginner's repair. I did it only once (O3DSXL) and it took me five hours with my shaking hands.
=============

Did you try holding (Select) on power on? If there is hardware damage it should turn off instantly when trying to load Luma3DS settings. Sometimes (rarely but worth a shot) cable damage to the upper assembly can be worked around by not fully opening the shell (90 degree angle or even less).

Good luck!

Edit:

Theoretically it could be lower screen backlight as well. This is just not likely unless the console has been dropped (check if all cables are correctly inserted, maybe reinsert them). Normal wear happens mostly on the moving parts and hence the cables inside the hinge get stressed by normal usage.
