Hacking Custom PS2 classics games in 4:3?

How do I make custom PS2 Classics display in 4:3 with pillarboxing? I know changing the output res to 480p will do it but it makes the picture super blurry. I'm trying to get SMT Nocturne to run if it's relevant.
