Gaming Can Nintendo 3DS shoot Video?

It should be possible (in 2D, at least), but Nintendo hasn't announced a video recording feature yet. I think they will announce it soon or give the system a firmware update after the release.

If it has a camera (which it has 3) then it CAN record video, There is no reason to 'need' video decoding/encoding HARDWARE, the system is fast enough to do it in SOFTWARE, remember you can play full screen video in moonshell, also in commercial games. However, it's entirely up to Nintendo IF it will.

Logically it should be able to, cellphones have been able to shoot (crappy) video for several years with much lower hardware specs than a 3DS. I seem to remember when 3DS was first announced there were rumours it would shoot 3D video, but that hasn;t been mentioned recently.
