I installed atmosphere but I don't have any games or apps to use to get hbmenu opened by holding the R. When I use the album to open hbmenu it crashes. Can I install an nsp via pc without being able to open my hbmenu on the console?

You need to be able to load the Homebrew Launcher if you're going to install NSP files. Make sure you are using the latest version of Atmosphere, make sure your SD card is formatted as FAT32, and make sure the SD card is not corrupted.

Regardless, I recommend deleting the atmosphere folder from your SD card, redownloading the latest version of Atmosphere, putting the latest version of Atmosphere onto your SD card (overwrite anything it wants to), redownloading the proper signature patches, putting the signature patches onto your SD card, and booting the system using the latest version of fusee-primary. If that doesn't work, try a different SD card, or try reformatting the SD card.

neigther Hekate nor Atmosphere installs NPS, you need a bootloader (hekate) a custom firmware (atmosphere) sigpatches and an Homebrew loader in order to run a hombrew which allows you to install nps files, i personally use NSAInstaller please take your time on how to install and customize each piece of software, it's easy: read each readme.
