Every time I find eshop codes online, it takes me to a place where I have to complete offers! I hate these offers, is there any way to get free codes without them? :(

no. all those places are fake and if there's ever one among them that isn't, they're committing some kinda fraud and you will loose those games and potentially your account somewhere down the line too.

Like Clydefrosch said, those sites are all fake. Those "offers" are their way of profiting off of people. Any place that is advertising free eShop codes is definitely a scam. If it seems too good to be true, it probably is.
