Has been asked before - its a convenient way to contact the mods if you need something done to your account that cant be done yourself.

In fact if you click the button you'll see the box that comes up leads with
"You can use this form to contact the moderating staff to a general problem with your account. Your message will be visible to all available moderators and administators."
