It makes sense not many know this, everyone has an internet connection when using Steam. When I had internet issues for a while, I used to be able to play Steam games for a few days, but then after that I cannot launch them at all. This is because Steam has a ticket system, the ticket gets updated every certain time period when you're connected online. If it isn't up to date, you cannot launch the game.
Uplay on the other hand does not work at all offline, even though they do have an offline mode. Rockstar's new game launcher has this as well, offline mode does not work despite it being there. It's crazy to see people not talking about this, but I guess not many even experience internet issues to notice.
