I think it's better to move my discussion here, in order to make the thread safe.
This is mine.
You can see that I'm missing 3 DLCs than you have, since I only got 20 DLCs on PKGJ.
No wonder you could use that since you got them before they were removed.

I couldn't do that, since the PKG files aren't downloadable and the missing DLCs don't have work.bin files.

@Guyverd ,as i said in the other thread,the DLCs on Nopaystation can be downloaded(aready tried)then you need pkg2zip(for pc)to convert them to zip extract them and put them in ux0: addcont and then do as i described in the other post.
The work.bin file is used for games that if you don't put it in the example folder ux0:app/PCSG00278/package/work.bin the game does not start and gives an error.

I've already downloaded the PKG files for the missing DLCs.
Downloaded PKG2ZIP 64 bit since my notebook used 64 bit OS.
Next, drag and drop the PKG files to PKG2ZIP.exe. It makes zip folders and extract them into the addcont - PCSG00278, then did Refresh Live Area and Database.
However, the game didn't recognize the DLCs.

Looks like the game only recognize the DLC which are downloaded online from PKGJ.

What should I do to make the missing ones recognize?

@Guyverd i don't know,i just know that the DLCs inside have no work.bin(check if you don't believe me)in any game,take a screenshot of the unpacked and unpacked content of the DLCs that are not detected by VitaShell.

I'm sorry and don't be mad to me.
I don't have any bad intentions to you and just asking since you could unlock them.
The difference is the DLC from PKG doesn't have package.bin only folder named package.
I think it's time to give up for me.
I won't ask anymore if you're unhappy with that.
Sorry if I asked so many silly questions.

I see it's up to you which one is safer for you.
I always put a Google Drive link on my YouTube video, it's a zip/rar file and it's safe up to know. Like what you did on SD Gundam G Generation Genesis [PCSG00242] VitaCheat.
These are the screenshots you asked.
The one with pflist is the DLC I unpacked from PKG using PKG2ZIP.
That's the difference between the ones I got from PKGJ.
The ones with PFLIST aren't recognized by the game.

@Guyverd ,i compared your DLC screenshots that posted with mine and the difference is that pflist file that i don't have,you should try to delete it and refresh liveaera and license and see what happens.

I have tried to delete the pflist files and refresh live area and license yet nothing happened.
Even I tried to delete the PGK DLCs and copy the new ones (I unpacked them again from the PGK files using PKG2ZIP and extract them) then delete the pflist files and refresh live area - license, yet the result is same.

as you can notice unlike yours the PFLIST file is missing and they all have the same date and time, instead the PFLIST file has different dates and times as it was added or created later

What game version do you have?
Perhaps it's because you got them before they were removed from PKGJ.
Some people told me that they got it from PKGJ before 2022.
Mine are from NPS which only has PGK without work.bin, is it because of the work.bin?

What should I do?

Sorry I mean the game version, not the game region. There are 1.00, 1.01 and 1.02.
I know we used the same game which is PCSG00278.

Mine is like yours, PCSG00278.
Looks like the main problem is Missing DLC or work.bin for the PKG DLC.
I should put work.bin on package folder in every DLC, yet I don't know how to get that.
The DLCs from PKGJ will have package.bin which has work.bin inside it, however DLCs from PKG NPS will have package folder where I have to put the work.bin there. After they got installed, it will change into package.bin.

Also, the license is different.
The DLCs from PKG aren't there.
If I download the DLC from PKGJ, they will automatically make the license folder.
