Just try. I've done that in the past so my wii(u) is free of any sdcard.
Copy the /apps folder to the hdd. Copy the relevant folders too, that depends on your particular setup. For example, /snes9xgx.
You'll need to configure the HBL to load apps from usb, i believe that these options appear when you press 1 or 2 on the wiimote.
Many apps do have to be reconfigured though.

Theoretically it should work to run all the stuff from external drive, aslong the app supports it. The first partition needs to be MBR with fat32. The applications need be to configured to load from that. For example USB-Loader GX can be set under settings "custom path" to load from USB.
In case of a WiiU by using a WiiU2Wiiapp Channel, there is still the data on SDCard necesarry.

So just copy the apps folder on my sd card. And any app just set their custom path to my hdd thats it, don't need to transfer anything else

press 1 to select the homebrew source. remember to edit the homebrew apps config file to point to USB instead of SD for the ones which needed.
tried that and it selected usb when exiting no apps appear and everytime i go back into options it automatically goes back to sd

i just realize your HDD is 1TB. be sure you have a 32Kb cluster size on the HDD, we need to be sure the cluster size, please open a commandline (CMD.exe) and paste this commands:

Bash:
diskpart
sel vol d
filesystems

and show us the results.

Copy the apps folder back to SD, then enter the HBC and try to set to read from USB.

Does other homebrew or USB Loader GX runs flawless from the USB drive?

EDIT: Is the partition table GPT or MBR. Use MBR.
