I made a spreadsheet of the preservation state of a good majority of the North American SpotPass Miis.

"Preserved" is an interesting take when I don't see them anywhere.
While I don't expect* you to provide download links or anything, there's really no assurance these archives are in good hands, or anywhere really.
* Do depictions of real people really have to get the same copyright protection treatment as videogames do? We've really gone overboard with copyright worship.

1. These are just the lists of the ones I have dumped.
2. Here is a Zipped Archive of all of them.
3. They were given out by Nintendo for FREE. THEY EVEN GAVE OUT QR CODES OF SOME GOLDEN PANTS MIIS BEFORE SPOTPASS.

I extracted all official golden pants Miis I got. The format is the one from StreetPass Mii Plaza. This means only the first 0x5C (+4) bytes are the actual Mii data the rest is additional StreetPass data. The filename format is <Name>_<Mii ID>.mii

Seems isitdownrightnow.com is not a good indicator if it doesn't know what IPv6 is.
As mentioned in my signature some free VPN from some Browser extension or the built in VPN in Opera should make this page accessible.
Also we are in the year 2022 and you still don't have an IPv6 internet connection?! You should really consider changing your internet provider. Your internet provider seems to be living in the stone age.

hello! I've been trying to do something similar to this, but it's been a weird ride- My 3DS even corrupted while i was trying to extract the miis to my pc.
Tho! i have a couple on my New 3DS! Even some weird official korean-named miis.

You don't put them on your 3ds SD card to import them, there's a tool you have to use with the cfl_db.dat file dumped from your 3ds to import them
is it more of a streetpass files type thing or am i importing them to mii maker with the cfl.db.dat file
You'd be importing them into that file I mentioned which is for Mii maker using a tool whose name currently escapes me
