Not sure if you can by downloading the English mii maker.

I was thinking the problem is the ticket or versions.bin. both contain the title id. Try not copying over the code folder.

I'm just asking, is there a way to change the Wii U manual? like I could download a wup file and install a English Wii U manual?

problem is that the title id is likely different. you could try to overwrite the file with something you downloaded with jnustool, but I don't know how risky that is or if it would work. that's how you could change the language of most of the home menu to English or any other language. you just need the title id.

The manual can be translate to other language.
In China game forum, post the Japanese to Chinese files, included the manual.
