Maybe you could set up the bottom camera to only render UI elements, worst case scenario it saves you some processing.
Oh and give the background's material a lower render queque (or was it higher?) so you make 100% sure it's rendered below the buttons and not on top of them.

The bottom camera's culling mask IS only set to UI.
As for the background - there actual is none, the camera is just set to Single Color

maybe it's a problem with whatever emulator you are using? did you try a real 3DS?

This was the most simple Unity demo scene i could think of. If you can't make this, i'd recommend you learn Unity before attempting anything else.
You turn on 3DS while holding Select than select developer unit, then re install

Do you have the infrastructure to put up some servers? and enough people willing to play your game? I don't think it's a very viable project tbh, if doable at all. On PC and such you use photon, or UNET, but on 3DS i assume those won't work
If your game really needs those, you could always target high-end android and iphones i guess?
3DS is dead ,only a dozen people in this forum will ever play your game, the chances of them finding someone online to play with are pretty much non-existant. If it were a single player game that you'll finish in two months by all means go ahead and get it done.. but i don't think that's your idea is it
Don't waste thousands of hours into something without an audience.
Just my POV, maybe what you learn, and the recognition of the developer peers in here are all the reward you want. I'd prefer for more people to be able to play it, but it's up to you.
Hope you or anyone else don't take my comment badly, it has the best intentions. Cheers
