Is there a way make the 3DS boot faster with CFW? There is about a 20 second delay compared to stock. I'm using a good microsd card Sandisk U1

What size? If it's a +64GB card you could format it with 32kb cluster size, and it should help you with the boot time in comparison with 64kb. Though overall it shouldn't be that long to boot anyway. Could be a separate problem separate from the cluster size..

fragmented mSD
NAND in poor health
A lot of installed titles
old3ds
Later firmwares (mostly >=9.0)

The quality of a modern mSD has little to do with it. Most of its capabilities aren't utilized by the slow 3ds.
