I don't know about this mod and have personally never seen an .ini file being used in a LFS mod, however if the mod doesn't work, it's either not compatible with your game version (unlikely because then it'd probably crash the game altogether) or you did not install it properly (more likely).
Make sure you really placed the files at the correct location on your SD card.
A basic example:
Inside /atmosphere/ you need to create a folder called "contents" if it does not exist.
Then you make another folder inside /atmosphere/contents/ now called "TITLE ID OF YOUR GAME" (look it up via Tinfoil DB for example), an imaginary example would be /atmosphere/contents/0100546DF3241/ .
Inside this folder with the title ID of Skyrim (make sure it really matches the region of your game) you create yet another folder called "romfs" and inside of that new folder belongs all the mod files that would get applied to the game.
Generally speaking look at the folder structure of the mod and reproduce the location where the mod belongs with the info I gave you. Some mods do have exeFS patches aswell, but those belong to a different patches, still with the info I gave you the idea stays the same and you have to closely follow the file structure.
PS: For good measures: If you happen to use SXOS, the first folders would not be /atmosphere/contents but /sxos/titles/ instead.
