For one thing, they probably have other priorities.

If you've ever tried to mess around with legacy software, you'd be amazed how excruciating it can be. Maybe security updates for the old OS the server was using were discontinued, and they had to upgrade to a new version that introduced all sorts of nasty, unexpected compatibility issues. (Maybe they were even upgrading from 32-bit to 64-bit or something. The Wii has been around for fifteen years now, after all.)

That will almost certainly never happen officially. In brief, the old Nintendo WFC used technology licensed from another company, and Nintendo didn't want to keep paying for it.

The Wii System Update is NOT working on an modded Priiloader installed Console with Setting "Block Online Updates" !!

Yeah I'm not sure either. The only thing I can think is that maybe, possibly they're doing it so that people can transfer from DSi up to 3DS and from Wii up to WiiU with the respective shops shutting soon, but I'm not sure Nintendo even care enough to grant that courtesy.

While it really did seem like the end of an era, it apparently was not, and was just like last year's eShop incident! Today between 2:00PM and 3:00PM CEST, the Wii Shop Channel & DSi Shop came back online after almost 4 months of maintenance, allowing once again to download handselected titles and redownload titles you've previously purchased. You can also update your Wii to v4.3 if you've held onto an older version long enough. You might encounter some hickups reopening the DSi Shop, where it's possible you'll have to reaccept the store's EULA or the store thinks the console's country settings was changed. Besides that, it should work just fine.

Be sure to redownload some titles you weren't able to redownload during the maintenance before Nintendo really pulls the plug on their servers. Some free titles remain to be downloadable regardless if you've downloaded them before if you desire filling up your consoles with free software.

The tech was from Gamespy Technologies, which was bought out by Glu Mobile when WFC was shut down.

No NA? That doesn't seem right.
I already have it and can't delete it to retest the download. It's a system title so they don't let you do that.

Can anybody with an NA DSi, who hasn't downloaded the transfer tool, give it a try?

My theory is that the app was removed by accident around 2020 when a bunch of DSiWare titles got delisted on the eShop, and the transfer tool was taken with it. I'm not sure about redownloading however.

nothing, people just dont make bad publicity saying nintendo closed down the store.

Sony also closed down ps3/vita and then due to social media backlash they backed down and left them open afraid of bad publicity, but they are doing it in phases like nintendo first shutting down purchases and then the rest in time.
