I downloaded skyrim and it doesnt work whenever the internet is off. It says specifically "can't launch". I completed the license transfer today but the issue still persists.

Xbox 360 games on the 360 don't require internet to run under any circumstance. Are you using the very same account you purchased Skyrim with? Did you download it on the system after doing the transfer, or did you copy the files from another 360 system to it?
If you did download it on this system, that means your account was transferred successfully from your other system.
Haven't seen any "can't launch" errors on the 360..
Then he should delete it and download it again on this system. Will the game still require internet to launch after that? (i don't think so)

I'm asking because i have played many times games that're purchased with a different account, both on the system, and i don't remember any error when launching them with the account that doesn't own the game (when internet was off or otherwise)..
So this only happens when two systems are registered to said account?
So even if the account was transferred to the next system completely, and was removed from the older system, the old system will remain the primary system to the account, and should be deleted from the Xbox site to keep only the new system, only then the game will work without the online requirement?
That I'm not sure. I was thinking it's not exactly like the switch as you can play games on multiple systems, just have to be signed in at the same time. I'm not exactly sure how the primary system thing works
