did you try playing a burned game with the PS1 upside down?

If that work then there is a higher chance that playing with the pot will help.
If it doesn't, and you're not experienced with adjusting one, you may be risking ANY disc working at all if you get lost.

Just suggesting you try the upside down thing so you have a better idea if there is any chance an adjustment would work. ANY improvement upside down is a good sign, even if it still has issues - just noticeably less issues.

try upside down. gravity makes the disc sit slightly further away from the laser - effectively changing the focal distance with is equivalent to tweaking the pot a bit. It would also help you to know which direction to tweak the pot if it plays noticeably better or worse when upside down.

Actually it could also be sled wear on the laser assembly. If that's the case you would consider replacing the assembly with a compatible one. this would be the part you search for KSM-440AEM laser

also i should mention that some disks will spin for a few seconds then stop or they will keep spinning slowly but not boot

Just to add another layer.. its possible the lasers track could be dirty or damaged which would stop the laser moving back and forth freely (and would also explain why Discs work better when the Console is upside down)
So look to see if the laser track is dirty or damaged before adjusting the pot.. just incase :)

For systems that work better when they're upside down, it's usually down to the laser rails being worn out. If that's the case, replacing the laser probably won't help. It can be hard to tell just looking at the rails.

the replacement part in question is a full assembly which means new rails too.

I don't know the seller at all. That said they have a 100% rating and a good handful of the reviews are for that exact part.
I would assume it has to be at least as reliable as aliexpress, if not more just because it's in the USA already and ebay would step in if it's a total dud and the seller gives you a hard time.

@zfreeman any chance you can take a quick look at this ebay listing and give me your honest thoughts and opinions before i go and buy it as i understand it nowt all new drives are equal some can be low quality like thoes from china https://www.ebay.com/itm/293927267690
Get it. It's a complete assembly. The seller states that he tests them before shipping. If the item doesn't work, eBay provides a money back guarantee.
