Homebrew ROM Hack [3ds Rom Question] My biggest confusion on a subject thats never gone into great detail (as far as Ive read)

I have no idea how to begin with this trials and tribulation of this question and conundrum.. As as far as ive read over the few months n whatnot... its still under development or whatever?

Basically my confusion lies with whether or not Using a 3ds rom hack online is safe or not... Ive read stuff about getting unique headers and whatnot.. My current device is the N2ds running hombrew fbi cia or whatever... And its sys is 11.14

I saw other people saying you couldnt use a method unless your systems version was 9.04 or something ...they said there was another method and either never sent a link/ stated or i misread or something...

Im at a mini loss... Nowhere is a straight answer and nowhere does anyone give a Step by Step.. Its like avoided to go too into detail and ive been mulling over just straight up getting Cistra or something....Kinda killing me here with this

if this is a subject answered / black listed I double checked the rules and double checked other posts... Seems im the only person asking about this ffs

It wasnt safe when using a flashcart with the sky3ds. But as a cia rom itself installed on the 3ds, yes, its fine, always has been. always will be. The only way you will get screwed is obvious cheating online, or using a fraudulent card on eshop.

I Did a little more research and apparently I never decided to search up ""unique headers for cia"" as it basically explains what u said here..Ty lone wolf~ my hero

Playing a rom hack online? Depends, but the rate of bans have slowed down in recent years, nevertheless you should be careful, and it should be safe as long as you don't cheat/use trainers in online matches with other players etc.
And what @lone_wolf323 said about the eShop, do not enter a suspicious/fraudulent card details or try to purchase/ or transact with it there.
