ROM Hack Question How to pack .NCA files back into an XCI/NSP

I have looked and looked for like two days now all i want to do is change the displayed name and icon of the switch game and i have the edited nca file i want to use with those changes in them.
But my problem is i have no way to compile them back together into an nsp file/xci file. Since their just edits of the secure folder it should be easy but alas i cannot for the life of me find a program that will work.

I tried NSPack Tool, it doesn't work at all. all it does is creates an NSP file thats roughly 332kb when the game itself is 2.0GB.
I tried NSCB and it refuses to work properly it creates nothing when i add all of the files it needs.
I tried HacPackGUI and i get errors about the keys being wrong or some shit.

If anyone has any idea on how to get this to work please let me know, Cause the icon and name data is something i would like to change lol

What tool did you use to unpack in a first place?

1.Create blank file keys.dat
2.Open keys.dat as text and print 2 lines

header_key = ae....................2d
key_area_key_application_00 = ef................69

3.Copy keys.dat to the directory hackPack

To pack NCA into NSP no keys are needed.

Can someone help me out? I'm not really familair with Switch hacking scene toolset. I have NSP i've unpacked with "NCA-NSP-XCI_TO_LayeredFS" and got bunch of NCAs and xml. I'm trying to unpack big NCA where data supposed to be and it is asking me for titlekey

Do I understand correctly that without having hacked Switch I cant possible able to extract any NSP/XCI fully?
