Finally I got it works. I using the system config tool version 1.43 with Haxchi. I install the system config tool in the nand (not usb). I boot up my Jap Wii U and launch Haxchi then run the tool in sysnand.

First, in the system config tool go to Wii U Gamepad (DRC) setting, then pair the DRC. Turn on your gamepad and follow the instruction on the screen. Your gamepad will pairing successfully even your gamepad is not same with your wii u's region. Now your gamepad can be used as normal.

Second, after success with pairing DO NOT EXIT the system config tool yet, YOU MUST REBOOT the Wii U using the reboot option in the system config tool which will be the last option in the system config tool. Confirm the reboot and your TV and gamepad will goes blank for about 1, 2 minutes and then you will be in the system config tool menus again.

Now, you can exit the tool by pressing the Home button. Everything will be good to go even your turn off your Wii U. The gamepad will keep to sync after that. Good luck.

LLS, may I ask you to PM for the config tool link you are using? I've been looking for the version that installs to the real nand, I intend to keep the tool saved on my PC, If in the future, I need to buy a gamepad from different region, I want to make sure I have the tools to do it.

btw, I think the belief that you'll brick with the wrong system config tool might be incorrect. afaik, it simply won't load up. there's only a four-byte difference between the two.

Oh, that's good to know. So I think I'll keep hunting the tool. It's safe to "uninstall" too? Where I do it, in the Data Management menu?

yes, I uninstalled mine after backing up all saves. I used it to install content instead of wup. no issues. the only reason I uninstalled it is that it creates a question mark block over its space in redNAND if they're linked which mine is. don't use redNAND anymore but also don't need system config tool either.

I’ve tested the original sys config tool (right from the SDK) and you will most definitely brick on sysNAND. Here’s what happens in redNAND:
- It installs as a system title which means it doesn’t show up in home menu, data management, or even sysconfig tool itself to uninstall. Meaning you can’t get rid of it at all.
- It interrupts every transition to the home menu (except on launch) by opening sysconfig tool. If you don’t have CFW on by that point, it won’t run it (since its unsigned) which will result in a crash (or brick).
- IIRC punderino said the original tool was unstable and could brick in sysNAND randomly regardless of what you do.

This version is not being distributed by anyone so you should be safe but to be sure unpack it and look for red icons in the meta folder.

Hello, could I get some help with this? I'm a bit very confused...
Firstly are there multiple versions of System Config Tools available then? Am I risking a brick if I use the wrong one?
I know I'll have to find a download myself, but where and how do I install SCT? If I install it to the redNAND does the gamepad stay connected to the Wii U, even when using the regular NAND? Is there any harm in keeping SCT installed afterwards?
Edit: figured it out

Hello, I have successfully paired my Japanese gamepad to my North American Wii U, BUT if I pair another gamepad, then try and switch back to the Japanese one, it won't work the normal way still, I still have to run the System Config Tool to pair it again. Is there a way to permanently fix a Japanese gamepad to be able to pair normally to any North American Wii U? Thanks!

I never got System Config Tool to work, no matter what permutation of things I tried, but when I tried using the recently released Wii U Kiosk Menu, it worked immediately! Just connect your gamepad and update the gamepad firmware within the menu and your gamepad will connect and stay connected after reboots. I was using Mocha+fshax as my cfw, but I imagine that any other cfw, including Tiramisu, would work. People that find and try this later, tell us your results!
