Homebrew FBI - why do some titles require importing seed but others do not?

I run my N2SDXL with Internet off at all times unless I'm updating stuff through FTP, Universal Updater, etc. Most of the time I install a CIA offline and it works with no trouble. On some though, the title will crash until I enable WiFi and import the seed for said title. I know FBI auto-imports seeds upon install if WiFi is enabled, but what I wonder is why do most titles work even when it doesn't get the chance to import the seed (because my WiFi is off)?

fbi automatically imports seeds if the wifi is on? I was just learning about seeds yesterday as I've never needed to install one.

Only games dumped from eshop titles require seeds. The vast majority of Cia files on the net have been dumped from carts that is why they work without needing a seed.

This eshop preload feature was added sometime in 2015 I think so titles released before then won't need a decryption "seed". This explains why sometimes importing a title without wifi "just works", and other times it doesn't.

And what Amanda says is true as well. Eshop titles released at any timeframe can also be prepared without the need for the seed ("Cryptofix" was the stupid Gateway era term for it). This basically just means the cia title is fully decrypted so it can work in any context.
