Hacking How to install *local* PKG file?

I know some version of this question has been asked dozens of times, but I can't find a simple and direct way to do what I'm trying to do.

I'd like to be able to copy over PKG files (mostly game updates) that I've already downloaded to my computer and install them from ux0:/ or similar. Is there any way to do that?

I know that PKGj can be used to download and install PKG files from PSN, and it works great, but there doesn't seem to be a local install option.

I found PKGInstaller Launcher, which acts like it's working, but fails at the end with an error code. I believe that's because it's only works with DRM-free PKGs, though not 100% certain that's the problem I'm seeing.

The other method that I've done in the past is extract the packages on my computer with pkg2zip and psvpfstools, then copy the resulting directories over. I know that worked previously, but it's been nearly 2 years since I've seriously messed with my Vita and I'm struggling to remember how exactly that works.

Is there any easy, direct way to install local PKGs like I described? If not and the pkg2zip/psvpfstools route is still necessary, can anyone point me to a recommended tutorial on that? I can't for the life of me remember how to get the zRIF string.
