Hardware Replaced M92 and P13 Chip on switch, no battery logo when charging

Replaced the M92 chip (I've heard it called the Charging IC) and the P13USB chip as well. No missing capacitors or any tech related issues, but I'm stumped as to what can be causing it. I've tried the basics (I tested the basics before as well, which is how I got to the point of a board level issue) and both the battery and LCD are working just fine when I test with my working one. I did some forum digging here and found a diode mode reading for the P13USB chip pins, and most of them are a little under (like it should read .432, and I get .37) but one pin in particular reads 0.0. I'll post a photo to help give a better idea. Anybody have any tips for how I can troubleshoot that open line?

The pin you have 0 reading is VDD line .meaning you may have a short occurred on this power line. Remove pi3USB ic and see if this pin diode value comes back, if not remove M92t and check again.
This should be the reason why your switch wont boot
