New region hacks would likely be difficult to add into a update

I don't think a CON signed update would even work on a hacked xbox - look at a app called velocity, it probably will work for you

Use case to unpack game update, swap voices or translated text (maybe edit something) and pack it back
Then on console play disc game with translation\mod
There already translated games with tu+dlc existed, so it's possible.
