Question How can I upload files to the downloads section?

I have a DS homebrew I'd like to submit to the downloads section, but I can't seem to find an upload button anywhere.
Am I just blind or is there some kind of requirement my account must meet to be able to upload files?

On other parts of the forum there's a 5 post requirement to post links for example, so it might be the same for the download section

Otherwise, just go to the start of the download section and look at the top right:

For me the page doesn't have a button like that, let's see if having 5 posts changes that.
EDIT: Yup now I have it.
