Hacking CBHC "DONT TOUCH ME" icon but no signs of CFW running.

Hello. I just bought second hand Wii U and it all seems that previous owner has already hacked the console since homebrew and WUP are present on the home screen.

However, attempting to open either of mentioned apps results in Error 199-9999, which is an error that pops up when attempting to run an unsigned app without the CFW running.

What makes things super confusing is the fact that alongside these apps is also notorious "DONT TOUCH ME" app that signifies that CBHC has been installed. But on console boot, there is no black screen flash that should be present when CBHC is installed and that allows you to enter boot options. I tried holding every possible button (including home button) to enter CBHC boot menu but no luck.

THere is another ultra weird thing that happens when trying to run "DONT TOUCH ME" app. A screen pops up saying that the nintendo network ID, used to purchase the software has been deleted. Doesn't that mean that console would be bricked in this case?

It all seems that console is not running CFW, but at the same time I am not sure what action to take. I don't want to do something reckless that would potentially result in Wii U bricked.

The plan that I do have is running browser exploit and getting in to homebrew app. From homebrew menu I would then try to uninstall CBHC.
How does that sound to you, more experienced hackers? Also have you seen something like that before? Previous owner told me that this shouldn't happen and that the console should be running CFW.

Any help from you guys is highly appreciated. Thanks.

TLDR: Homebrew apps wont launch (error 199-9999) and launching DONT TOUCH ME app shows a popup "The nintendo Network ID used to purchase the software has been deleted". I am not sure whether HBHC is installed or not and what action should I take.

sounds like the user uninstalled cbhc. the do not touch icon will remain if uninstalled. he must've deleted the account associated with it as well without deleting the game itself.

When opening wii app it does have homebrew installed and can also be opened. I assume just running homebrew inside wii app does not require CFW.

With all that said, factory reset of the console should be safe? I want to get rid of previous' owner accounts. Really thanks for help and clearing up the confusion.

I guess no CBHC on my system.

Still a bit scared tho to remove the app/factory reset

not really. if it says there's no cbhc and the account seems to have been deleted, it should be safe to delete the game.
