Try a different hard drive or try to resetup current one.

You should not have tried to install osu1, it probably was a console enrolled on the Insider program and using osu1 will always fail if it is not a console on the public dashboard. Insider versions are more recent than the public dashboards and no console allows the user to downgrade the operating system, that is why osu1 fails to install.
First try to fully reset the console in this recovery screen that appears the error code.
Then if it doesnt work you can try to connect this xbox hard drive to a computer, copy the system update partitions and follow the instructions on the link previously mentioned to create a hard drive that the xbox one can "see". After that, put the "system update" files you copied to the system update partitions of the new hard drive, connect on the console and wait for it to install.

If the hard drive of the xbox one was broken and it is not being recognized on pc, bad luck, you have to wait a while for a public release dashboard to be more recent than the Insider version installed on your console for the OSU1 file offered on the official support page to work or try your luck and find someone who has a Insider console willing to update to the latest version and share the System Update files for you. Microsoft offers no OSU1 file for Insider dashboards since they are updated so frequently.

I dont get the appeal to enrolling to the Insider program honestly, you dont get anything beyond having early access to new versions of the operating system and software which can cause issues like this and Microsoft offers no reward for having to deal with buggy dashboards.

It is because replacing a hard drive on a Xbox One is very unusual. It is not difficult, but it is not as easy as on the PS3 and 4.
The PS3 and 4 if you connect a blank hard drive, it asks to format and install the system update on the usb drive.
If you simply connect the new hard drive on the Xbox One and turn on, the console wont know what to do with it, it has to be formatted before inserting and this guide tells how.

Seeing on the xbox insider news, a new version of the public dashboard will probably be released on March.
Depending on the level of Insider the console had, it will work. If it is a "lower tier" Insider, this update might work, but if it is a Alpha Skip Ahead (the highest Insider level, which receives updates far in advance), you will have to wait around September.

One thing that I forgot is what model you are using? The old Xbox One requires a specific file OSU2 and 3 if the console didnt received updates in like two years or so. You put these files on the USB drive, install, then install OSU1

I use the Old Xbox (fat i think), i know how to install a new hdd but itn doesnt work. You mean i can try in September with a new OSU version to reinstall the system?

Please describe in detail what you did.
Have you tried formatting the hard drive on a computer first? You have to follow the guide to do this, what I mean about formatting is to a format the Xbox One understands. The drive needs to have 5 partitions and a blank space at the end as far as I remember and this guide tells how to format and partition in a way that is meant for the console to read, not just formatting for NTFS, if you just put the offline system update on the usb drive and a blank hard drive (or a drive previously formatted for a computer filesystem) it will not work regardless if you are on Insider or not. This works on the PS3 and 4, not on the Xbox One.
Then, when the hard drive is properly formatted, you can use the offline system update or, I think in this case, use the files inside the System Update partitions I instructed to copy before.

Other thing: What size you are using? The recommended sizes are 500GB, 1TB and 2TB. The console doesnt work with smaller hard drive sizes and using a bigger hard drive it doesnt take advantage of the full space. You dont need to specifically replace the hard drive with the same size of the console, meaning that you can put a 2TB hard drive into a console that was 500GB before.

You have to reformat your USB Stick to NTFS
Make sure you downloaded the correct offline reinstall files, there are 2 versions:

https://support.xbox.com/en-US/help.../system-update-solution/offline-system-update

All Xbox consoles (except the original Xbox One)
and
Original Xbox One console only

You should follow the instructions provided at the Xbox Support Website, first OSU 3 then OSU 2 and after that OSU 1

If you still get E101, try a different USB Stick.

Today had an update, you can try to dowload the osu1 again from the support website. It is not a big update, but it doesnt hurt to try,

I think the support website is now cluttered, not surprising honestly because Microsoft has the worst UX designers in the world combined. When I replaced mine, when you entered the website it would ask what model you were using and then show a page for links and instructions for that specific model instead of now which is everything on the same page.

seeing this version, it should update fine with the current update since i think this version is from the last year and seeing that your xbox is not so outdated, you can try to download again osu2 and then install osu1, as I mentioned, an update was released yesterday. OSU3 is just for consoles that are extremely outdated.

One thing that I very much forgot to mention: after formatting the new hard drive using the script and connecting on the console, first you have to click on the option to restore to factory settings and remove everything on the console (even though there is nothing on the hard drive) without the USB drive connected. What it does is to create another key pairing the hard drive to the console. It will give an error and restart (around 60%), it is completely normal, then you can insert the USB drive and install the system update files. Without doing this, the hard drive lacks the key of the console and it fails.

Have you tried trouble shooting menu, detaching the hard drive, then clicking remove everything, let the page remain frozen for whole minute and then unplugging. Reattaching hard drive, E106, usb osu1 offline?
