Yes, though when I did it, it didn't transfer over all the save data, but still deleted them, so I suggest making a full backup of your saves with Savegame Manager GX beforehand, so if anything is missing you can restore them. You can back up the Miis too, but in my case it wasn't needed.

afaik, 4.2 and 4.3 just stopped hacks. I don't know if they'll undo what you have, but the wii hacks have gotten so easy to do, you could probably just rehack the device if need be.
If you have the latest version of HBC it won't be removed. You may have to reinstall cIOS however.
