Hardware How does the PS4 and PS5 load game data?

It's not downloaded, no.

For a physical copy of a game, it goes:

Physical disc -> Internal storage via one time install, and then internal storage -> RAM -> CPU etc etc. Once game data is installed to internal storage, you'll never read any data from that disc ever again (unless you uninstall the game :P). At that point, the only thing the disc serves as is a license key to play the data installed on the internal storage/if you want to install the game again after uninstalling it.

Sometimes games might not come with all the data on the the optical disc (as right now the largest Blu-ray disc the PS5/Sexbox will read is currently 100GB), so in that case you might also have to install additional information (IIRC, CoD Cold War for example has like a 50GB update you need to install before it can be played), but it's still just a one-time download and is loaded from the internal storage, you'll never have to stream assets from the internet every time you start a game.

It kind of depends. For the PS5, Sony's storage solution is fast enough that games no longer have to include duplicated assets, so things like repeated textures and models and music and whatever else don't have to exist unlike with HDDs (because beforehand you had to include all these things multiple times for each area of your world, as internal storage just wasn't fast enough for them to only include it once and seek back and forth from one particular asset to other level data and such). Because they don't have to include duplicated assets, game sizes can finally shrink back down.

However, developers have to actually implement this feature, so it's hit or miss on whether a game actually will. It doesn't help that the PS5s usable storage currently is also pitifully small (only 650gb of usable space for games), and currently doesn't support expandability with the M.2 slot yet (whereas the Sexbox has the little 1TB proprietary memory cards already available).
