I'd get rid of bootracer, it sounds good at the surface but I haven't heard good things

Well, like I said, it has to wait for a network connection to be made, and then it's connecting to a site to download and apply a wallpaper. Also, are you sure those are the only things that run at startup? Have you tried looking at your startup entries with CCleaner?
