It's just a text file with a .firm extension. It will crash the 3ds. Harmless.

Whenever you launch it, a puppy will start to cry. Don't do it :'(
It does help prevent the GM9 bug that prevents it from being chainloaded if it's the only FIRM in your payloads directory. That's why it's there.
