Hardware charging issue, charges at .46a wont turn on or fast charge

checked caps around m92t36 doesn't appear to be any shorts, caps seem good around bq24193 as well as the coil p13usb the cap above it is also good. this switch has never been used on a 3rd party dock no liquid damage guy who I got it from said it has only been used a handful of times and it looks brand new inside so this should be easily fixable. Sometimes when I plug it in to usb it will give an error instead of charging at .46 and then go to .46 after charging for a long time it drops to .2. What readings should I get on testpoints could m92t36 or p13 still be bad? Man it sure would be nice if there were more diagrams out there and schematics lol.

With the batteryplugged in what voltages should I get with m92t36 on each pin?

here are the readings I'm getting on the back of the board it appears I have no 5v my 1.8v is messed up , my 4v permanent looks great and my 3.3 is a bit off. I've been checking for shorts but haven't found any yet, does anyone know the readings on the front of the board? I did this while the console had the battery and was plugged in.
