The problem is probably the camera ribbing cable because i accidentally destroyed it but i want a confirmation from you guys. The 3ds can charge but i cant boot up.Blue led appears and then it closes again. The other cables are connected correctly.

Following text is a copy paste from one of my previous answers which should apply here...

I did not encounter this problem with a 3DS, only with a 3DS XL. In my case, the fault was found in a flex cable linking top to bottom of the console. It was the one handling the speakers.
You could have the same problem with a bad connection to one of the flex cables. I would search for one of these problems, in this order.
  • Disconnected cable (easy - just reconnect)
  • Corroded contact on the ribbon cable (easy - sand & cleanup with IPA )
  • Corroded contact on the board connector (medium - use toothbrush to clean slowly with IPA, use a pick to clean contact, very carefully)
  • Broken cable, either fully or partially (hard - buy and replace connector, tutorials exist | very hard - remove and micro solder traces before reinstalling)
For the last case, you'll need to disassemble the top screen completely, which is very tricky, and comes with a risk of additional damage.

Can 3ds boot without the top screen? To just give it a try ? Also my cameras are fully disconnected do the cameras prevent the 3ds from boot?

You can unplug the camera and try again. It should boot if all other ones are seated correctly. Everything using the camera however will crash. For a fully functional system you should replace it.

The camera cable has cut off . I think the cable of the speakers isn't seated correctly as I can remember it was a bit off I will post tomorrow a photo to see.

Its seems ok on this part. The problem would then be higher in the top screen, mine was ripped inside the top screen, at the level of the metal ring, certainly when passing the cables through.
In any case, if the ribbon is cut, you would be better off buying a new one after witnessing it's effectively broken.

if the 3ds is anything like the DSI, i assume it is, having the top screen not connected properly or not functional will cause a blue led light and then turning off its possible you broke more than just the camera, not sure if cameras need to be attached or not for booting

U talking on the top screen's ribbon?
YES ,First install it again, and install the ribbon in place. If not work, remove the ribbon and measure the on-off with a multimeter. If there is something bad, change the ribbon. If not, it may be on the motherboard

From your pictures, you can't say anything. You'll have to disassemble the top screen, remove all the ribbons carefully, and inspect millimeter per millimeter the state of each ribbon cable. Use magnifying lenses to be certain, even a small dent could be the source of your problem.
It's a hassle, but has to be done, sorry.
80% chance it's the speakers ribbon cable... Then, either replace, or fix. Depends on your skills and equipment:

Have a look and enjoy music :) --> solder only, might not be sturdy enough as it's in a flex zone

--> Solder + enameled wire (0.1 mm thick for the 3DS ribbons). My preferred choice, higher resistance.

The screen must be installed to boot up. Try moving the ribbon cables a bit and powering up. The cable might have an intermittent short. I had a 3DS that only booted up when the screen was at a certain angle.
