As for changing the background color, some RGBA values can be found near the top of MainWindow.cpp and ProgressWindow.cpp, both are stored in "src/menu".
As required by the terms of the GPL, which is the license of the homebrew launcher, I'm requesting the source codes including your changes. That's because I'm bad with graphics, I want to know exactly what values you changed to what.

I've downloaded the .tga, but don't know where they must be located on my Wii U's directory. Can you help me ?
You will have to find the title id of the hbl channel/forwarder you have installed.

It should be installed to your nand so your first path to look at on your ftp client will be (iirc)

storage_mlc/sys/title/000500*

(* This number may be slightly different but im sure it begins like that and is only folder at that stage)

In the 000500 folder you will find your installed title ids.

If you dont have your installed hbl backed up on your pc (title id should be with it) then.... if you don't have many titles installed to nand then it should be easy to find by going thru them individually.

You want to find the meta folders and just download and open one of the icons to see what title folder your in and then replace the images with your new ones once you have found the hbl title folder.

I recommend also to back up the original images and then overwrite the existing files, never delete and always one at a time, never bulk them. Not sure if it matters but I personally feel it just keeps the process a lot cleaner.

Hope that helps, biggest hassle is just finding your hbl title id if you dont have it..... Savemii mod may help you there as I believe it lists all installed title id's.

Regarding the hbl menu itself, unfortunately not. The data will be packed into the elf file however i don't know if that data is an image file you can edit or if it would be values that need to be changed and then recompiled with the changes inserted.

I attempted to insert my own theme to snes9x by editing the menu image files and recompiling however the aspect ratio was all off even tho i used the original images as templates! Unfortunately i gave up after that! :(

If you edit the image by using Paint, I think you have to change the size of your new image so it matches the old image perfectly. You might have to uncheck the 'preserve ratio' option.

For what you said about the .elf file, it must be the latter. I can't see how it'd be possible to change an image within an .elf.

Na they're packed in the elf after compression. I just checked the source code, there are 2 image folders that hold all the buttons ect however i dont see the background listed. You could also change the music as its an ogg file but yeah making the changes and then compiling is the only option however the background must be value related.
