Did I understand correctly:
  • No (R) and (L) for starting camera
  • No touchscreen
  • No Circle Pad and Dpad
inside Home Menu while all buttons are working in GodMode9?
=============

Try touch calibration inside GodMode9 to see if the touchscreen works.

This strange behavior can be caused by permanent touch input (dirt, bad digitizer). Carefully (!!) try to clean the edges of the touch screen. Make sure there is no dirt between digitizer and frame. Don't use metal objects as they will pierce the digiziter easily.

If cleaning does not help you can disconnect the touch panel from the motherboard (until you get a replacement). The N3DSXL should work normally with missing touchscreen (but makes some games unusable).

Good luck!

when i go to godmode 9 and calibrate the touchscreen all the crosshairs are tapped in 1 second without me touching my 3ds and now when i start up my 3ds the "open" button is automatically pressed when i am not tapping it

Then you have found the problem: "Ghost" touch input.

I forgot: If there is any screen protector/foil on the touchscreen... please remove it. Bad positioning of a protector can cause this problem as well. Then the already mentioned careful cleaning (including the edges). One single tiny grain of sand can be the cause.

If neither a protector nor visible dirt are the cause this leaves replacement [ifixit] N3DSXl Lower LCD and Touchsceen Replacement. The digitizer is cheap but the replacement is not easy.

Sadly there is nothing else you can do about this. 3DS consoles show erratic behavior when something is wrong and have a very poor fault tolerance. (Wii U Gamepad does the same nonsense in case the touchscreen registers permanent input).
