Yes, it's something unique to the Nintendo scene does, once they realize that CFW isn't possible but they really really want to say they have CFW (or less likely, they just don't understand what firmware is).
The Sony scene uses a more accurate definition of CFW, xbox has never claimed CFW even when they have coldboot exploits and custom os.

Neat theres already a customer boot sound mod that would work wonders with this along with a custom theme.
Sadly the dev stopped updating it which I think will be with this after a few firmware updates.
