Okay, so I’ve restored my 3DS LL and it was modded because I modded it before. I realized restoring it won’t remove CFW. I tried reinstalling it again but when I got to the B9S installation part after turning off my 3DS it couldn’t turn back on anymore. I have no idea why it did this, I do have my sysnand backed up and I’m hoping I can get help or any suggestions, thanks!

Is everything still on the sd? If so try updating the files or you may have bricked it on accident and the way to fix is a flashcart compatible with ctrnand

Alright I’ll update you once I get the files on the SD card. UPDATE: nothing, my 3DS is still on a black screen and the LED light on.
Hey this might sound weird but try plugging it into the charger for it then turn it on like I said it may sound weird but I have this happen twice first it this worked second time it was actually brick but I never fixed it. But let me know if it works or I’ll talk to someone else to see if they know anything

Is it a New 3DS? IIRC there's a specific case where if you had A9LH on a n3DS, and installed B9S on top of that without first uninstalling A9LH, it would brick the n3DS if you don't have your original secret_sector.bin file.

It’s an Old 3DS I got from Japan I region changed it when I got CFW running on it then I restored it and when I tried to install B9S it completely bricked on me.

That shouldn't have caused any problems. Does anything happen when you hold Start or Select on boot? What if you rename boot.firm on the SD to something else (it should power off automatically if boot.firm isn't found)?
Nothing happens when I hold start or select and I’ll rename the boot.firm file right now

Try another SD card freshly formatted to FAT32 and place the Luma3DS boot.firm on it and nothing else.
But it's sounding like you're probably going to need a ntrboot flashcart. I recommend this one: https://www.nds-card.com/ProShow.asp?ProID=575
