So if i go into dev mode through console info then dev settings can i also use the device portal and if so are there any downsides to doing it this way then with a dev account

I've never really tried it that way before. I wouldn't imagine there would be though.

So there shouldnt be any risk to my xbox doing it this way since it allows me to?

This does not allow you to get custom apps, it's only useful if you are a developer with a dev account

idk if it works but I use it to switch to dev mode without updating
