Are there forums for much of anything any more? Also if you find one and are playing at that level are you going to get much help? Most tech forums tend to have a fairly big barrier to entry.
Personally I would take a step back, search for the various popular open source neural networks (
https://github.com/openai/pixel-cnn ,
https://www.hypergan.com/ and
https://github.com/topics/machine-learning probably has a bunch more of varying degrees of relevance) and see about playing where they are mentioned but not explicitly tailored towards. A lot of it is still really high end academics (tending to be a postgrad course, if not phd, in many places and possibly more on the maths background than straight IT/computer science) or equally high end business and thus most people find themselves wrapped up in 9 layers of NDA.
Equally while they are basically the facebook of the tech world does stackexchange or spiceworks not have anything of merit?
There has been some interest in having computers play games too so you could find something there, however a lot of those are more about interfacing between emulators and the players and off the shelf stuff (reasonably basic at that) so eh. There are also a few challenges for such things that might be worth looking into to find some discussion.
I would also ask what the book is teaching you like. This is to say is it one of those follow along and you too will end up with a long form copied version of something you can download without understanding too much?
