Hardware Charging symbol but battery draining

I just repaired a trace on the p13usb and went to test it out. When the switch is off it reads .41amps then once it starts the volts go to .05 amps and stick there.
It starts, works, and docks fine just discharges the battery even though it shows it's charging. I did change the m92t36, bq chip, and the fuel gauge. No difference before or after any of those things

So I swapped all of this so far and nothing has changed.
.41 amps when off. .05 when booted up... Shows charging symbol but does not actually charge

Also I noticed if I plug in the charger without the battery hooked up the amps jump around for a few seconds then go to either 0 or .05... With my working consoles they stay stay at about .15 amps with no battery

So weird thing. I put the switch on the dock and it seems to charge fine but with the tester it only shows charging at .05amps

I'm not savvy in this area but do you think they may have to do with the fact that Nintendo does not follow normal USB-C certifications

But I have 10 other switches that all show somewhere between 1.2-1.4 amps charging once booted up with this same charger and meter.

I used this all day just to be sure it was actually charging and discharging on the nintendo charger. Everything worked perfect until I rebooted it. Now it flashes the Nintendo logo then back off.

So I've gotten this console to boot somewhat regularly now. I plug the battery in, plug the charger in, and attempt to start, if it doesn't start I unplug everything and try again. Sometimes it takes 20 tries but I can get it to start it and it does seem to operate normal once booted.

I also found some shorted caps that all seem to be on the same circuit. Sometimes when I check them they have 1 ohm resistance to ground sometimes 20 ohms but they are never open like the good working switches I have. Before I start pulling caps off anybody have any good ideas what these could be. These are the ones I've found but there could be more that I haven't found yet

So this console seems to be operating somewhat normal now on the dock but the backlight does work consistently. At one point it seemed the backlight power was on the same circuit as these capacitors. Does anyone know where the power for the backlight comes from?

I put this on the back-burner for a few days but I got it back out to mess around with and now I have more details.

Will not go into RCM. or at least it is not recognized by the computer that it is in RCM.

Does charge normally with any charger capable of doing PD charging but not with a charger that only goes to 5v.

When placed in the dock it charges, but does not display the battery symbol that normally displays upon first placing in the dock.

If the switch is off and placed in the dock it will not automatically start, but if I push the power button it starts and displays to the tv normally
