Can anyone tell me if the Wii classic controller makes steering and game play easier with nascar inside line?

Classic Controllers are nice to have, i wouldn't buy it just for that specific game. But as to your question, most people including myself won't know.
Check if the game supports the classic controller first. Most racing games will play enough with the nunchuk since you really don't need the second analog stick and motion steering just plain sucks.
If you really want a classic-style controller, then I recommend you get a GameCube controller. The feel is similar to the classic controller, but it has slightly less input lag than a wireless controller. (The classic controller is wireless because it plugs into the Wii Remote.) Although the difference is quite small, it can be significant in a racing game where every millisecond counts!
Look at your game's cover to see what controllers it supports. It should have tiny pictures of them at the top. I think NASCAR Inside Line supports all controllers, but you should probably double-check before buying anything.
