Very likely.

This won't be an update that patches exploits or w/e, it's just a EOL update to remove some functionality.
I wouldn't be surprised that aside from the messaging system, nothing else has changed.

The 360 sporadically receives similar updates that do nothing except change TOS and or other minor things that don't affect the dash nor gameplay.

I wonder when they'll cut Facebook/twitter support from both consoles, if they haven't done so already.
