Players may experience slower or delayed download speeds, as Sony "manages" PSN traffic

You might want to make sure to pre-load games or get your downloads in as early as you can, on the PlayStation 4. Sony Interactive Entertainment announced that they would be working to ensure the stability of the PlayStation Network in Europe by carefully managing the heightened traffic due to recent country-wide lockdowns. According to Sony themselves, European PlayStation owners will have to deal with "somewhat slower" or "delayed" game download speeds from their servers. The statement was also posted to the North American Official PlayStation Blog, though it did not specify users in that region specifically. This follows other tech-related companies throttling or slowing speeds, to help deal with so many people using services like Netflix or YouTube, or after both Xbox Live and Nintendo Online services both suffered down-time.

UPDATE: If you are in the United States, as of March 26th, you will now be experiencing slower download speeds on PSN, as Sony is throttling traffic there as well.

I know, but download speed will undoubtedly matter on the 31st, and for a couple days after. Once the Persona hype dies down, then Sony can go back to focusing on multiplayer.
I'm sure Sony is reading this and will arrange for you to get your game download at absolute blazing speeds. ;)

Their servers are just fine. Stop spreading lies just because you have a problem that you don't know how to fix.
What are you talking about? Why is it my fault that sony's servers are garbage? Literally anywhere I download on I get atleast 40 mb/s EXCEPT on my ps4. Not my fault.

Sweet. So I'll get about 15mbps now instead of the usual 20mbps with my Gigabit connection. Love you, Sony. ♥️

You are both obviously not doing it right. My 200 Mbps connection gets maxed out every time and the 500 Mbps connection I had before I moved also always maxed out. Here is just now, an almost 13 GB game taking around 8 minutes is pretty spot on.

Yours is not maxed out as well. 13,26GB would take ~8,50 in total. Your speed on this download is around 140Mbps.
PSN is pretty inconsistent in relation of download speeds. It also depends on what Game or Patch you are downloading. My 15Mbps example was a hyperbole, it is normally way more, but not even half of the 1000Mbps possible.

Ummmm. On a 200 Mbps connection the average time should be close to 9 and a half minutes for 13.26 GB. I'm getting OVER my 200 Mbps advertised speed with that dl. LOL! C'mon. And no, it doesn't matter which game or patch I download.
