My micro sd card broke and i would like to run my ds again, but whenever i turn it on, it won't boot. it just flashes the power light. I got a replacement sd card and am trying to figure out what to do next.

n2ds xl should be under boot9strap, as it got released after the first release of boot9strap, so yes boot.firm at the root of the SD card should be all it takes

Use Guiformat app for windows, the OS doesn't support format an SD card in fat32 that is bigger than 32GB.
Remember to close all Windows explorer windows or the app'll crash

Edit: After that u formated the SDcard and replace the boot.firm as they told u above, follow this and install all the basic apps that u need
