Hacking 3ds error 007-2001 When access to eshop after region changing EUR to JPN

I would download the upgrade for my pkmn ultra sun but now I'm not more able to access.I've already seen several threads about this problem but they are all old and I need to know if them are still valid.
I want do only this,so also installing via .cia would be fine.(I'm on a O3DS so the eshop/NNID shouldn't be a problem)

As was stated from region changing (Cambiare regione).

Dopo questo procedimento, solo i New 3DS che non hanno mai acceduto all’eShop e qualsiasi Old 3DS potranno accedere all’eShop dopo aver creato un nuovo NNID legato alla nuova regione. I New 3DS con regione modificata che hanno già avuto accesso all’eShop con la regione originale non potranno creare un nuovo NNID per accedere all’eShop con la nuova regione!


After this process, only New 3DSs which have never accessed the eShop before and all Old 3DSs will be able to access the eShop after creating a new NNID on their new region. Region changed New 3DSs that have already accessed the eShop on their original region cannot create a new NNID and access the eShop on their new region!


It's supposedly possible to region change with working Nintendo eShop.

It does not work... Is there something more to do that people forget to mention?? I've changed JP to EU region on my old 3ds, formatted it afterwards and created a new nnid and still get the same error. What to do now?

Edit: I HAVE A SOLUTION!
1. create a nin account on the original region (if already changed just restore a backup)
2. set date & time, go into eshop and login, make sure you are asked for a password and logged correctly
3. change region, update the system and DO NOT FORMAT
4. as is now, set the correct date & time, go to eshop and login into account made in the previous region, if password window does not pop up, try to update some game if that does not work go to profile and change the country and retry logging into eshop or via game update.
If all goes well you will successfully login but it will throw you out to the home screen giving a region mismatch error.
5. now do format via settings, set the correct time & date and create a new nin account

Tried on 3DS and 3DS LL today.
If does not work with the first try just restore the stock nand and try again, but if you do all as listed if should go fine first try.

Does this method work with 11.13.0-45U? I tried this method but not work.

Has anybody gotten this method to work aside from bololabich? I'm desperate to get access to the Japanese eEshop for some regional dlc that has disappeared off the net as far as I can tell.

So I'm looking to buy a jp N3dsxl because they're reasonably priced and do the region change, my question is if I already have an nnid account on a different system can I use that instead of making a new one?
